White Vinyl Convertible Top Cleaning

Hey Guys,

I'm trying to clean up this 04 Mustang's white vinyl convertible top. Does this look like the paint is off the surface or just that the products using (APC and a brush) not enough? I hit it with my steamer too without a huge difference. It seems to be getting cleaner in some areas but with a lot of effort and scrubbing. Any ideas?

Is it grease from the convertible arms? I usually use 303 Convertible Top Cleaner which says it gets out grease but I have only done black convertible tops so it is hard to say if there was anything left. I also always scrub them with the SM Arnold Upholstery Brush.
