What's up with this paint?

The owner of this MGB asked if I could figure out what is wrong with her paint. It has been like this since she bought it several years ago. The material is over the hood, trunk and left fender and is really easy to flake off with your fingernail. It is the same color as the car except faded. I've never seen anything like it, have you?
 
Looks like someone needs a new paint job. Either that is clear coat peeling off or it is a layer of paint coming up. I guess it is the same thing since clear coat is just transparent paint. :lol Either way, it is time to get a new paint job. That is not repairable.
 
This is way before they started using clearcoats and I'm pretty sure it is something that was applied to the paint.
 
Could be. It could have been like a PermaPlate kind of product that someone got suckered into getting. Like I said before too... it could be a layer of paint other than clear. At any rate, you can't fix it so knowing what it is doesn't help much. It needs to be repainted.

If it isn't clearcoat peeling, then I am guessing someone repainted the area and didn't prep the original paint properly.

show the picture after that stuff is off the paint. does it make differencein paint color , could it be clearbra stuff?
what if you buff the area after you remove that stuff with tarminator or other stuff, is color differences occur?
 
Since you said it's only the hood, trunk and left fender -- my guess is it's a re-paint gone bad. Tell tale sign is it's only in distinct areas. Whatever the cause of the problem, the only recourse is a re-paint.
