I would use at least 3 steps.
-2.5 with the rougher pad.
-1 with the rougher pad
-1 with the finer pad.

I'm going to disagree. A polishing pad with 2.5 is all you'll need for those swirls. But seeing that you only have one polishing pad... you can either order another one or wash it out after you do the 2.5 and move to the 1. However, there is a chance where the SSR2.5 is all you're going to need to remove the swirls and then you can just move on to your LSP. But it still would be a good idea to go over everything again with SSR1 and a clean polishing pad.
 
Start with the lighter stuff and work in a small area to see if it will yield the results you're looking for. If not bump up the pad or polish (or both if you think you need it). I personally like to use the least abrasive pad/product combo possible, and many times it's a judgement call on your part.
