What Products To Repair And Protect The Underside Of A Rusting Chrome Front Bumper ?

I was detailing the wheelwells on the front of my 2002 Ford Supercrew and much to my dismay I noticed rust forming on the inside of the chome front bumper. Small spots spread evenly in line with the tire debris.

Debris and water is thrown forward by the tires so this is an ideal location to apply some type of protection. Most of the frame is undercoated but the bumper was clean from the factory.



What would you use to repair the current rust ? Use a chrome polish to remove the rust or apply a "Rust" spray repair chemical ?



What type of topper after repair is made ? Are undercoatings effective on chrome ?



The exterior of the bumper is perfect with no problems.



All thoughts welcome.
 
I don't think the POR will stick to the remaining chrome. I'd use a rust converter/remover to kill the rust/stop it from spreading (KEEP IT OFF THE GOOD CHROME ON THE VISIBLE SIDE!!) and then top with undercoating. Undercoating will protect it just fine, it seals the area in question off from air and moisture.
