What could this be? (Repair question)

Had a local shop due a respray of the side of my bed due to an accident. The area in question should only have been cleared.

This is right where the cab and bed meet. There's also another spot above the wheel (again, should have been cleared only)

Clear coat failure? At first I thought it was due to a peppering of rocks or something (still could be I guess), but I'm questioning that due to the first photo.

Any assistance is appreciated. If it is some sort of failure or due to workmanship I'd like to take it back for repair.

looks like maybe sling from polish or possibly an overspray from something else in the shop. try to clay it to see if that removes it or just take back to the shop.

That's where I am. looks like fine splatter from them using a rotary to cut the clear that they sprayed. Can it be lifted off with the edge of a thumbnail? ie: is it on top of the paint or into the paint surface?
 
YEP sure looks like polish sling from buffing so it should come off with a good wash (although the shop shoulda dealt with it.)
 
I'd inspect it using magnificiation, that's pretty much my first step when trying to figure out *anything*.

But yeah, looks like sling to me too, oughta wash/decon/clay off. If you're lucky ;)
