Weird Paint Problem

I was just washing and waxing my girlfriend's 2000 Pontiac Grand Am, and I noticed a weird area on the side mirrors. The mirrors are black plastic, and the car is black. It appears as if there was a coating on the plastic mirrors that is peeling off.



This looks like the kind of thing you might expect to see on a ten year old car that has been abused, but this car is only a couple of years old and has always been well cared for.



Any ideas?

What is the peeling?

How do I remedy it?
 
trim between the drivers and passenger window piece. In her case, it's the clear that coming off.



With a 2000, get the dealer to redo the mirror. That should be happening so quickly.
