I highly doubt anyone would pay cash for an internet transaction. Any oher method of payment is highly visible, which means that it can be tracked/seen by regulatory agencies. I don't condone anyone avoiding paying taxes that they owe. That's one of our big problems here in America - those who owe taxes (business and personal) find a way to weasel out of it. You live here and enjoy all the benefits of being here, so pay your fair share. End of rant.

I mirror the advice above - look into your local ordinances. If you're wanting to sell detailing products, you could always use Ebay. Do yourself a favor and be legit about this though.

If you don't mind, tell us (or me) what you're planning on selling, how long you've had this idea, etc. You didn't just think it up yesterday or anything did you? That might help all of us with suggestions in regards to your questions.
