Water spots on Moms 03 Impala

My mom bought a new chevy impala blue in color, and we have automatic sprinklers outside. She parks the car outside next to the sprinklers and every morning it leaves spots all over the right side of her car. We just were able to get the garage cleaned out so we can park both cars (my car got the garage till now) in the garage. I got the all the spots off the windows with AIO and 0000 steel wool. But i cant seem to get the spots off the body panels on her car! So far ive tried Clay and AIO. Both products dont work. Is there any method by hand that i can remove these spots? I will soon have my PC, but i want to get them off NOW..lol. Thanks!
 
I have used a mixture of vinegarwater. (about 50/50).



It will probably take off any polish or wax that's on the car.



If they are really "etched in", you may have to use some fine cut and a PC.
