I own a 93' Prelude and the clear plastic piece that is above the speedometer runs all along the dash to the passanger side door...I used Novus #1 plastic cleaner to clean it with a cotton towel and whenever the sunlight hit's it I can see a ton of fine scratches just all over where i cleaned...no matter what I do they are there...it looks fine in the shadows it's just when the sun hits it. Is there anything that can be done or is it a lost cause?

The cotton toweling caused the scratches, try using a microfiber towel with the Novus polish.

I would suggest using of the more abrasive Novus products like #2 or #3 to remove the scratches. I would then follow up with #1.
