Use the alcohol first.
I like to soak a rag with an IPA mix and let it sit on the spot for a few minutes. Depending how long its been on there, it should wipe off almost completely or with very light rubbing. A lot of times there will be a little left that will clay right out.
On a black car, you will definitely need to polish afterwards. Good luck.
