trashed windshield

I was given a 97 mercury tracer. I think i can handle most of the problems but i am clueless when it come to the glass.

The car came from ocean front property. the exterior of the car has not been maintained properly (if at all). There are obvious waterspots and it looks like it has been scratched by the wipers repeatedly. I would say it looks like the windshild has been scrubbed with brillo pads.

I clayed the windshield a few times and got off some pretty nasty stuff but the "scratches" are still there. I'm guessing it needs polished but idk where to start.

Any advise is appreciated.

This is what i have:

GG DA polisher

several foam pads and surbuf pads

Meg's Ultimate compound and polish

Opt compound and polish

KAIO

BTW: I also need to restore the headlights (i think they need sanded) tips on that would also be apprectiated.

For restoring headlights, YouTube "headlight restoration" and it'll tell you exactly how to do it. Typically it goes just like any normal sanding job (start low grit and work your way up) and then finish with a plastic polish and seal it with a form of sealant (Rain-X, wax, plastic sealant, etc.) for protection. There's also the toothpaste polish trick for headlights, but that technique is mostly for dealing with hazing and not so much if the headlight has gone as far as rock dings and deformation from sun baking.
