Trailblazer gettin painted need advise

My 2002 trailblazer is scheduled to be painted(kinda) on monday.

My paint is flaking off around this licencse plate insert(I guess) on my trailblazer. the dealer said this was a recall when I showed it to him. There is this insert(I don't know what else to call it) in the tailgate that holds the licencse plate and I guess its vibrating making the paint flake off around it. Anyways the bodyshop guy told me they spot paint the area flaking and then clearcoat the entire tailgate. My question is Should I prep the tailgate so they don't clear over the minor imperfections or would that be a waste of time? What are they gonna do to clear the whole tailgate as far as prep Clean/sand :nixweiss

What about swirls? Its black so I don't want them to clear the swirls in and am concerned that they might put some in themselves and then clear over them. It's just the local chevrolet dealership doing it.

Any chance of getting the money and taking it to a body shop of your choosing? I just say because dealership body shops aren't always the greatest. They SHOULD do a thorough sanding meaning swirls wouldn't survive it, but I'd remove them myself just to be safe.

I don't think they'll let me take it anywhere else because it was a recall although I never got any notice of it. i just went in and asked if the flaking was covered under warranty. they also have to put some rubber backing behind the insert thing because the vibration is causing the problem. I am not thrilled about letting them fix it but I can't stand to see the defects in my paint.
