Strange stuff on the paint and glass

I looked out my window at the house just now and saw something disturbing. There are some strange fluffy deposits on the paint and the glass. What is this stuff? I've been living in Texas for three years now and I haven't seen it before. Will it come off? What products should I use?

Aren't we forgetting the "least aggressive approach" here? Just try rock salt and see if you can find a bag of the big chunks and toss down from a height of about 10 feet! Might not be as fast as acid though.

If that doesn't work just let it sit for about 4 months.
