any information would be greatly appreciated and any suggestions, comments, or experiences would be great too :D

it all varies state-to-state.

check with your state gov't (normally on their website) for all the local laws, permits, etc....

Yes, you'll need to follow federal, state, and local regulations. I don't run a shop so I can't say but a few things that come to mind are business permits, water and chemical containment, etc. Contact your county and explain what you want to do. If they're anything like here they'll be more than happy to bombard you with the paperwork and fees : D

In addition to the business license, state tax license, etc. you have to be careful about your waste water.

It is against federal law for any chemical to go to a storm drain. Therefore, your waste water has to be put down a sewer drain. Many municipalities will require you have some kind of clarifier or separator that will trap much of the impurities before getting to the sewer lines. You should check to see what the local regulations require.

WE are seeing detailing shops in Southern California getting fined for having wash water going down the street to the storm drain.

I don't know how strict the local authorities are in the Chicago area. But, it's better to check into the situation before you get started than to get slapped with a fine later on.
