No, ScratchX really does cut. It’s a mild cut, but it is cutting.
That’s not to say there isn’t a glazing action, as you saw there can be. But if the paint is workable and the defects aren’t too severe ScratchX can actually remove them when worked sufficiently.
Back to the original question, can ScratchX be used by rotary? Well, it’s not designed to be and Meg’s definitely recommends against it. In fact the old version used to gum up if you used it with a DA.
I’ve heard of guys using it with a rotary but I’ve never tried it or seen the results. I wouldn’t do it when there are products readily available that are designed to work with a rotary.
