Rust Around Wheel Valve Stem

I tried claying it...Not sure what else to do...Do I need to have the wheel refinished? I am somewhat tempted to wetsand it but I have no buffer pad small enough to get in there to smooth out the sand marks.



Interestingly out of 4 wheels this is the only one with this problem...



Any help appreciated!

Are those wheels painted/clearcoated or bare metal?



If bare metal ... the obvious choice is metal polish e.g. Wenol, Never Dull, NXT, etc.



If not, I would try Poorboys Pro Polish.
 
Is that really rust? Or some rubber discoloration? Since you've got the stem out, it should be pretty easy to polish that with something by hand, definitely do that before going from one extreme to another (clay to wetsand). Start with a mild polish and work your way up...that really looks like it should come out.
