Removing underside hood pad

I've got a customer who has removed his hood pad(not very well I might add) and parts of the pad is still stuck to the hood. He either wants to replace his pad or go with out.

What would be a good way to remove the remnants of the old pad? Some areas are completely removed but most parts of the pad are still adhered.

Any ideas?

3M adhesive remover. You can find it at Murray's or other parts stores.

I use that all the time, works great. Just forgot I had it for some reason.

I think since I've never done this before I think just was stumped.
