Problem paint job

OK guys, I have one for you that I haven't heard before. My wife has a white 97 BMW Z3 that I advised her not to buy but she didn't listen. The car has had a not so good repaint at some point in its life. The actual finish looks good but, details were not taken care of so well such as taping around the kidney bean grille, and some chips on the front of the car that were not filled or taken compeltely out before painting.

My main question is what to do about the painted over chips. I have not really tried to determine if this is a clear coat or not, I am thinking not. Could I possibly spot sand the painted over chips, and fill them with with touch up paint the same as you would a new chip, and then wet sand and polish?

if the color of the fill-ins are good then you can wet/dry those spots to level off withthe rest of the paint/clearcoat...if it's not then clean them out and start again with factory touch up paint and then finish with clear before leveling...and of course then the whole polihsing process...
