Posting for a Friend: Paint/Clearcoat Bubbling. Questions.

Ok.. my friend's 97 prelude's body was resprayed at some point before he bought it. Everything but the roof, trunk, and hood was repainted. Recently, he's noticed small bubbles forming all over the drivers side A pillar, reaching over the drivers door.



He knows it has something to do with how they applied/prepped the paint, but does anyone know the exact term for whats happening here?



I want to get the whole car redone, paint stripped to metal etc.. but i cant afford it right now.. (body shops quoted around $4-5k.)

For some reason my browser isn't loading the pictures so I apologize if I am totally off base here. When you have raised little goosebumps/bubbles/etc. it is called blistering. It could be a number of things such as too much body filler (outgassing), trapped moisture, other solvents trapped, or tiny rust spots.
 
i was told that is called clear coat failure. i have it happening on my black cam. That or something close to it at least. I'm not sure what to do about it.
 
Looks like the clearcoat is failing. It's not bad yet, I'd live with it. Repainting is the only thing that will fix that. The blisters will pop, and you will be down to the basecoat there, which will then oxidize, particularly with that red.
