Porter Cable not working correctly??

I have used my new PC for about 4-8 hours total. If I turn it on and grab the disc I can stop the spinning but not the vibrating. It is suppose to spin also, correct?
 
Stopping the spinning isn't tough. That's not a defect. Its the way its supposed to be. It will spin when you are using it. If you put pressure on it then it will quite spinning and only "jiggle" sort of. Its fine though.
