Polishing by PC ... scrapes thin layers of paint

I heard that polishing with a PC will scrape a thin layer of paint. Is this true, if it is, is it the same for hand applied/removed polish?

Also, does WAXING with a PC scrape any paint at all? I just want to make sure that if I buy a PC I can use it more than once a year to polish it.
