Pinhole Rust

I noticed that I had some rust bubbles under the paint on the back fender of my Cadillac. I used a Dremel and brought it down to the metal then put some touch up paint over one. They are really small, about 1/8" for the circumference.



I got my camera behind it and this is what I saw. The arrow points to where the bubbles line up. Is this type of thing fixable?

Hit it with a wire brush then use some rust encapsulator paint or POR15

Yaemish- If you have actual perforation/holes you'll need a pro repair. Unfortunately, I suspect that might indeed be the case.



Otherwise, what Jokeman suggested is the kind of thing I'd try.
