PC vs. Rotary Ques. (searched)

Well, I searched about 30 threads and I havent really found an answer to a question I have. Its unclear to me how 2 machines that spin an object to apply a product can yield 2 very different results. Why can a rotary do what a PC cant? Sorry if this is too newb
 
Rotary just spins in one place where it contacts the paint.

The PC is dual action it spins and oscillates so the pad is in constant motion. If the pc is held in one place, you're not on one patch of paint constantly. That will reduce the chance of burning paint surface.

Rotary will repair paint defects better and quicker due to the direct action, hi speed, and heat generated. The PC will apply product and remove some paint defects also with the right products. The PC takes a little longer and can't work out major defects.
