I'm not sure brushes are what you need. You say that the motor keeps running but the pad stops spinning. This just doesn't sound like bad brushes. If it was bad brushes the motor would slow down noticeably or stall. It could be as simple as using too much pressure or having your pad too dry. There is no forced rotation of the pad with the PC 7424. The pad/backing plate just freewheels by design. There is no sprague clutch or any other direct connection with the driven shaft. Start with the basics:
How old is the machine (hours of use - 10's, 100's, etc.)?
What type and size of pad are you using?
What polish are you using and how much?
How long are you working the polish?
How much pressure are you applying (light, moderate, heavy)?
Does the pad rotate with just the weight of the machine behind it? How about with light pressure? If you haven't already, mark the backing plate with a felt pen so you can see the rotation or lack thereof. Try to pin down under what conditions the pad stops rotating.
