Paint Correction Issues

I recently buffed a 1994 Mustang GT. The paint was in real bad shape. Swirls and whitesh looking water spots on dark green paint. I started with PB's SSR1 and then PB's SSR2.5. Whitish spots came back though. I used these with a orange LC pad. I then went local and got some Meguairs #4 Heavy Cut Cleaner with a yeallow LC pad and most of this came up. I have
gone over the hood with the heavy cut and yellow pad 5 times. I even tried white distilled vinegar 50/50 with water when I washed and some of this whitish stuff is still there. Are there some problems that just cannot be corrected? The car looks like glass. I went on and stepped back down from SSR2.5 to SSR1 and finished with EX. Looks great except that white
ghost that will not go away.
 
It is very possibly clear coat failure. Could you get some pictures of this damage? On a 12 year old Ford I wouldn't be surprised in the slightest to find out that it was clear coat failure. If it is only on the hood, roof, or trunk and nowhere else then it is practically guaranteed. In that case there isn't much you can do short of wetsanding the dead paint off in order to prevent it from spreading. Based on the steps you say you went through and the spots persist, I'm not sure what else it could be other than serious etching from hard water or bird bombs.

can you feel these spots with your finger nail?...I'm wondering if they are etched into the clear? the white spots might be a build up of product stuck in the clear

You cannot feel them. The finish is slick as glass after I buffed the car.
I worked my buff off on this one. I worked Meguairs # 4 Heavy Cut Cleaner
over the horizonal surfaces probably 8 times and PB's SSR2.5 about 6 times
and SSR1 twice.

I used a decontamination kit from FK1 Finish Kare it takes off water spots here is the link for you to read up about it...This might help since you have reied everything else...I've seen hard water spots on black cars that where real faint in the finish used this on it and it took them off....this was from years of hard water washing

I'm with you on this one appears that this guy has thrown all the home remedies at it and they haven't worked...I also wonder if he was using a PC if that was the case a rotary might have been the better choice....The heat from the rotary with the SSR2.5 will cut about anything that is on the surface has for me...its pretty aggressive
 
Let me try and get some more pictures. The ones I have do not show the spots very well. Then I have to post them. It was a PC that I used. I know a rotary would cut faster. I thought as many passes that I made with the PC it should be cutting a lot off. I am afraid to go through the clear coat.
