Paint Chip Repair

While detailing my wife's car this weekend I noticed a 1/8" diameter chip near the grill. It has been there for awhile and is down to the metal as it is rusty.

I've read the threads and seen various tips as to dealing with bad chips. I've got primer and touch-up paint.

I'm looking at this 3M Rust Avenger Touchup Kit from Griots. Has anyone tried this? Is it effective?

Will this solution help prevent further rust development once I've covered it with paint?

You dont need to order any fancy kit from them. Just go down to your local WalMart or PepBoys. Around here they both sell the little 3M rust removal tool which looks sorta like a pencil. It's about $3. Then buy some primer and paint at your dealership. Then read DavidB's writeup on chip repair and you're set!
