Operational Business Plan - Detailing Shop - Pro's advise!!

Hello guys,



Working on my thesis for a business course I am taking. Decided to base the plan on a Detailing/Customizing Shop to keep things interesting. I am looking for any advice or information on...



1. Legal Requirements

2. Financial Planning and budget

3. Operating Expenses



With the exception of Legal Requirements, I am just looking for information on how to financially plan and budget a facility that would detail vehicles, and do simple customization work like window tinting, and exhaust systems.



Any info you could give me would be greatly appreciated. I am just looking for "ideas" maybe things I would have missed.

I suppose a good place to start is to see how much it costs to use chemicals on a car. Example, how much it costs to clay a car or wash one or wax it.
 
I have to lay out some sort of menu with pricing.... this doesn't have to be dead on accurate,... its a hypothetical business plan. To start, more importantly, are there any legal requirements for starting a business of this capacity? For example, body shops have to comply with environmental regulations?
