ONRWS, how do you guys clean the inner wheel with it?

I've been using ONRWS for awhile now and I absolutely love the product, but I can't figure out how to clean the inner wheel. I find that a spray bottle mixed at QD lvs(6 oz to a gallon) works great as a pre-spray for most wheels on the outer surfaces, but can't effectively clean the inner wheel surface without using a hose/pressure washer. I'm taking care of 3 cars at an enclosed community that has SEVERE water restrictions. They won't let me use any water to wash the cars, even when I bring my own and collect the runoff, and it took 3 weeks to get them to let me use the ONRWS. So if anyone has any ideas how to clean the inner wheel with ONRWS, I'd really appreciate it a lot.
 
Mine suffer. It's a "gap" in my detailing.

I use a pesticide/garden sprayer from Lowes. Search for Racingbeat's post on his ONR technique. He uses it on the whole car, I just use it as a more forceful spray on the inner wheel. This along with a "sponge on a stick" to agitate and some other soft wheel brushes plus some old MF's does most of the job. They're dirty again after one ride. It is very difficult to get in there properly because it's so tight so I never feel like it gets done the right way unless I remove the wheels which I only do about 4 time a year. I seal them at that time as well but that doesn't last me the duration. It's frustrating.
 
Sounds like such a hassle bro, hope its worth it! I would get you a good jack and an electric impact take them off and due them. Thats if I was cleaning them all the time, Thats the only true way to clean them is with them off the vehicle. Personally I dont shine the inside of the rims on my normal detail package, its already so expensive I cant justify the extra time.
