Most OEM wheels are they base / clear or lacquer?

From what I have been "told", they are painted with a form of powder coating. I'm not sure if they have a clear layer or not, it may vary by manufacturer.

Depends on the vehicle manufacturers specs. Most of the lower and mid range vehicles have a base coat of powder coat with a clear powder coat applied over that.

Move up the scale and it's a crap shoot, depending on the "package" that is put on the vehicle, what manufacturer and such..
