Nuba "staining"?

Went to remove the oxidization off my spraybombed hood today, put some s100 on afterwards and I got this problem. Seems like wherever it was applied and wiped off, it left "stains" or darker and lighter patches on the paint. I tried some QD to see if it was just residue, didn't help at all, rubbing with my fingers didn't help it either. Anyone else experienced this?

How did you remove the oxidation? What other products did you use before topping it with S100? Looks like the nuba is interacting with something underneath it that you need to get rid of first.
 
Half of the hood I did prior to today via rotary + a LC CCS polishing pad and High Temp Xtreme cut then OP with the same pad. On the other half that I did today, I used the PC and a white polishing pad with Megs #83 x2 but the streaking is visible on both halves.
 
If the spraybomb paintjob was single stage, you can sometimes get uneven absorption of products with ss paint that's on the porous end of the spectrum. Even if it's b/c, maybe the clear isn't all that great and did the same thing. I've only had this happen on old ss myself.
