My truck has paint issues, any ideas?

When I clayed my truck I ended up with marring and some pitting. To me it looks like this truck was repainted cheaply and there was dirt sitting in the top coat of paint. When I clayed it pulled out the dirt leaving pits in the paint. Is this possible? Or can pitting just happen with old paint?

The truck was definetely repainted at some point because I`m seeing two different colors underneath the paint. In some areas I seem to have red primer while in other areas I have white. There is also some paint on trim which I`ve been told doesn`t happen with a good shop.

Normally the paint is fairly hard to polish but scratches and mars pretty easily. How would you guys tackle crappy paint like this. I have bad swirls so I`m not sure if they were the result of bad painting and can`t be reached or from not ever being polished for the 20 years before I got it. I have a pc but I currently only have the pad that came with it and Meg's #2. I know I need more pads but since I have to mail in my order I`d like to have some idea of what chemicals I need and just make 1 big order.
