Mustang Detail opinions wanted!!!!

Hello All,
Havent posted in quite some time here but I hope to get back into detailing again. I just recieved a job that is going to be a little bit of work. Its for one of my best friends brothers. Hes not looking for it to be perfect but as all of u know that doesnt cut it in the Detail world. Its a 1989 Ford Mustang GT with 39,000 original miles. (for sale by the way...hence the sudden clean up) When he bought the car it was mint condition and garage kept. I dont know if he ever washed or waxed it since. Here are the 2 big problems I need help with. It has a white convertible top. Pretty dirty as u can imagine. What do u suggest using on the top? Now for the killer part. The paint is real bad. I have the car till its done and I hope to finish by next weekend (i only have time to work on it here and there) I cleaned the rims and washed down the motor. After dressing the motor i noticed i got some dressing on the fenders and since i wasnt going to wash the entire car that day i wiped down the fenders and this is what i got.(see pic) Alot of paint came off on the rag. What plan of attack would u guys use? I have cleaned up some crappy single stage paint before but nothing like this. Keep in mind that i will be using a rotary. I look forward to hearing your thoughts.

As far as the convertible top goes, I've heard really good things about 303's Convertible Top Cleaner. I'm not going to even comment on the paint, because my knowledge base doesn't even come close to being able to answer that confidently. I am, however, interested to see what some of the more knowledgeable members have to say.
 
First off, make your job a lot easier by removing the luggage rack. Then as mentioned, go over with a chemical cleaner, AIO. After you've removed the "dead paint" treat it as you would any other paint.
 
you could try some comet and a good scrub brush for the top. Ive used PG on paint that bad and it didnt gum up on me, but i continuously changed pads and moved the rotary a bit faster and at a lower speed.
 
i find when i use a rotary on paint like that, i keep the paint wet with a spray bottle of plain water. it reduces swirling. it will be messy so i would wear an apron or very old clothes. it will take a while so be patient and do small sections at a time. work on a 8x8 or so area. after the paint is brought up, wax as normal.

I have an 89 mustang and I suggest you use Poorboys SSR2.5 to remove any oxidation and/swirl marks. Follow that with plenty of carnuba products. I use 2 coats of Poorboys Polish w/Carnuba, 2 coats Poorboys EX, and one coat of Natty's Wax. Wait 4-5 hours between coats on a warm dry day or till the next day if its cool or extremely humid. My car beams when its done. It gives a nice deep wet look. Expect to see some color on your polishing pad or cloth since 89 stangs have no clearcoat. It's not a big deal, unless you polish your vehicle twice a week for months on end.

SECOND THOUGHT:
Try maybe SSR3 with a light cutting pad. That paint has some serious oxidation which calls for a serious combination. Shame on your frind for letting a mustang's finish look like some nasty old camaro.
 
That's actually not the worst Mustang I've seen. I saw a white 90 GT convertible that looked like a big piece of chalk. Sad part was it was completely rust free with a mint interior. I think it sat outside in the sun and never saw wax in it's life. I don't think my 91 has seen rain or even been left outside for more than a day.
