The solvents in #16 might dissolve whatever's underneath it? Not sure of this..



I normally apply #16 after using a paint cleaner.
 
Paint surface should be properly polished/cleaned prior to applying #16. It works well by itself or sometimes I use it over #80 or KAIO. Really up to your personal preference.
 
IME #16 does not go on/come off too easily unless the surface is properly prepared with compound and polish. I use M105/M205 or Ultimate Compound/M80.

It goes on like butter on a clay/perfected surface and comes off almost as easily.
 
I've used #16 on bare paint and also over top of all kinds of stuff; works fine either way. Never had any issues with it disturbing underlying glazes/etc.
 
Either way should work just fine
