Lots of random scratches, can it be saved?

Hello all, I need quite a bit of expertise here.



In question is a late 90s (not sure of exact year) Honda Civic, in black



It's owned by my uncle, and he came to me grumbling on about how his paint looks like it's cracking, to me it looks like a LOT of really sharp leaves falling on it, not the typical clearcoat failure (ie peeling), so I'm gonna leave it to the experts (you guys), and see if you can give me a hint of what it is:

it is typical of clear coat failure; that is what it is. Some people call it checking, some call it cracking. I call it a re-spray. Sorry dude.
 
Yup crows feet. Usually this will be found on the hood due to the heat of the engine. The only way to fix is respray, but of you're not spending $5,000 plus for paint job then don't do it at all. A cheap respray will cause more damage than good.
