What it looks like hapened to me was someone at the body/paint shop put a lot of pressure into flattening the orange peel out, just dry buffed it to death and didn't fix what the wool leaves behind.

It was a singe hold type halogen, meant to be stuck on the side of a trailer. Not sure of the wattage though.
