Is this seatbelt cleanable? (PIC)

It doesn't look so bad in this pic, but this seatbelt is FILTHY. Full of dirt and human oil. In daylight, it's brown in the wear spots and Toyota blue in others.

I shot it with my steamer's small nozzle for about 7 sec. per square inch, then wiped it down. That cleaned it 40%.

Is there any chance of getting this back to 100% factory clean?

Very nice photo; crisp and clear!

We don't try very hard on seatbelts, because of the potential liability issue.

DOT says use of harsh cleaners can weaken the integrity of the fibers, and lead to failure.

That sort of talk slows us down real fast!

Explain this aspect the Client upfront, then any improvement is a surprise...

I think the steamer was a good choice. The belt looks just fine, at least in the photo...

Seatbelts usually get a wipedown/rubbing with a water+woolite mixture. If the stuff won't ruin a cashmere sweater, I don't think it'd compromise the strength of the seatbelt fabric.
