How to remove scratches on Chrome lip of wheel?

I have lot's of scratches on my wheel (bought it used). Looks like they used some type of aggressive steel wool on it? The surface looks really mared up, and the scratches ain't that deep, and it looks really dull?!?... How do I get all the scratches off?:bawling:

FYI - FYI - chrome wheels can be reconditioned. I do it all the time. It costs about $200 for an basic 18 inch wheel to be repaired & re-chromed and about 2 weeks turn around time.
