How to go about detailing this car?

Hello, I'm still in the process of paint correcting my car but I am pretty happy with it (thanks for the help, guys).

I'm now looking to paint correct a car that seems to be in a far worse condition. This car doesn't get washed and is outside all the time. There is fading on some horizontal sections of the car. On the roof, there is what appears to be tar-like black material. It is stubborn and very difficult to remove. I won't even mention the swirling but there is some of that too.

I wonder what's a good place to start.

A good wash is probably the first step I believe. Then, maybe some decontamination product like Trix to remove the stuck on contaminants. Then I'm thinking clay followed by polish.

Since there is fading on the car, I'm thinking that using a finishing polish might be a good idea after the surface is clean. I'm not even sure if it's safe to polish since that may remove more of the clearcoat/paint.

I'm wondering what's a good way to go about it. Thank you for any response.
