How to get dried on cement off wheel wells?

Hey guys,

I was detailing a car and the wheel wells were covered in little spots that looked like dried on cement or something. The owner lives in a new development and they drove over cement or something because it's hard as a rock and I couldn't get it off. I tried some APC, clay and nothing even made a dent on it Does anyone have any idea how I could get it off?

Detailing is an optical illusion, Why don't you paint the wheel wells black and hide those little spots of concrete. Of course if its big globs of it i would chip it away with a chizzle and then paint the wells and hide the rest.
 
I'm pretty sure that oven cleaner is just a powerful chemical cleaner. You'll want to read the warning label to see if it will harm plastic. If it's safe you should give it a try, it can get some serious baked-on crap out of ovens, it should work on wheel wells. If the oven cleaner doesn't work then painting the wells is a good alternative.
 
Distilled White Vinegar applied to a sponge and held there to soak it in. Then just chip away the cement. I did this procedure last year and it worked great.

You will have to clay (any painted areas), polish (if app.), then protect afterwards.
