How to clean buffer splatter from vinyl?

I just bought a motorcycle that has a large vinyl seat which is covered by what looks like buffing splatter. The shop that had the bike is always using a buffer to buff various cars, boats etc and this is very likely the cause. The problem is I cant get it off. I have tried a very stiff brush and various vinyl cleaners but so far its still there.



Any tips on what will remove it? Its pretty easy to remove the seat for full access and to eliminate any of the cleaner from getting on the bike.
