How to approach this area when correcting the swirls and RIDS? (pics inside)

I have noticed this area on my car in the past but have never actually corrected the paint on my car (White, 1999 Oldsmobile Eighty Eight). I plan to correct the paint starting with M105 on an orange ccs pad followed by ZPC on a white ccs pad, and finished off with ZAIO on a grey ccs finishing pad.



How should I approach the area shown in the center of the photos below? Should I just cover the area with tape and polish that area by hand, making sure to avoid the area that I am talking about show in the photos below? Any help or advice would be greatly appreciated.

Sorry for not being clear what part of the car this was. Setec Astronomy, you are correct that it is the rear fender, just past the power radio antenna.
 
Are you asking about the defect shown in the picture? If so, what is it? Etching or CC failure or something else?
 
Yeah I am asking about the defect in the picture, sorry that I wasn't clear at all in my post. I went out and tried to get a better picture but couldn't. As far as I can tell, the defect is under the clear but is raised up. If you look closely in the photos, there are small black specks where the paint has entirely failed. From what I can gather this may have been contamination under the base coat which caused the paint to fail, but I could be entirely wrong about this. I just found out that a few years ago the dealer claimed this area had these defects due to rail dust........but this is all I know.



I guess the safest approach will be to just not touch this area with the PC and do it by hand with extreme caution.
 
Yeah, if in doubt work by hand. I would not tape on the defect itself though. I was doing some product testing on a junk hood with some CC failure and when I pulled the tape up it pulled a bunch of clear with it. That would be sad if it happened on your car. Tape around the area or just be mindful of where it is when you are polishing.
