How do you clean this?

I'm embarassed to say, but this is the inside of my gas filler door. It probably hasn't been cleaned in 13 years. I tried to clean it today with a cleaner wax, but there appears to be some kind of thick film covering the door. I'm not too worried about rust in this area because I'll be keeping it well cleaned. I tried to clean it with an all purpose cleaner, but that did nothing. Any suggestions would be greatly appreciated?
 
An all purpose cleaner and some agitation with a brush would be my suggestion. A 1-1/2" or 2" paint brush would probably be my choice for a brush.
Meguiar's APC+ is the APC I happen to use, but lots of people here have good luck with Poorboy's, Simple Green, Castrol Super Clean.
Maybe some WD40 would soften the gunk around the filler neck enough that the APC could finish the job.

I couldnt agree more about the WD40. It really does have 1000s of uses. I have even used it to degrease engines before.

:yeah I just use an APC and a paint brush (full length bristles)
 
The more important question is, how do I get the clay in there? JK

The WD40 worked like a charm. I had a little bit of time so I soaked the area with WD40 and wiped it down with a terry cloth towel. I used Race Glaze to protect the area for now. Gotta go back and do the smaller areas, but so far so good. Thank you again.
