How do I apply Meg. #2

Do I need to dampen the pad on the polisher with water or QD before putting Meg. #2 on there? I heard that people do this when applying AIO but I wanted to know if I am supposed to do the same thing before putting on #2. My buffer only has one speed (3100 PRM). Is that too fast? Could I damage the paint? Also, does anyone know if 1993 black Lexus GS300 has a clear coat?

Whao there! 3100 what, RPM or OPM? If it's RPM (rotary buffer) that is waaaay too fast. If's an orbital then you should be O.K.
