Honda Accord 2000 Clear Coat Peeling Off?

Hi Everyone,



I was working on a Champagne colored 2000 Accord last night and notice that the Clear coat is peeling off right where they have the Accord badge on the front fenders (left and right side). Anyone, knows what causes this kind of problem and the remedy for it so it'll stop peeling off?
