You could probably use them by hand, however, they are best applied via machine. Check out Hi-Temp's website (www.hi-tempinc.com), they have tech info on all of their products.
Light Cut is about the only polish of thiers that I can get "some" results with using a PC. I tend to use the entire line with a Rotary.
That being said it would depend on what your trying to accomplish. Just as a polish to enhance the gloss of the paint it should be fine by hand. Swirl or other mar removal may up the ante a bit.
