HF Buffer speed control

I bought a nice HF buffer for about 60 bucks a year ago. Its really solid with a metal case and has a lot of power, and I'm going to try buffing and it just occurred to me that 1 does not equal 1000 rpm and 2 does not equal 2000 rpm... so what numbers equal what on it? I had some minor scratches and kept using the wool pad and nothing was taking them out so I went to sanding which immediately took them out and I think I just realized that the reason I wasn't getting any good results with the buffer is because of using it too slow!!

Doesn't the user manual / instructions give this info? I'd look there first. I would think it might vary from model to model.

Don't have it =\ I bought it over a year ago and probably threw out the manual! Just hoping someone else who has used one remembers!
