Help with flat black trailer

First, let me start by saying I'm not sure if this is the right section to post this or not. So I apologize if its not.

I'm having some problems....

My father bought a used flat black haulmark trailer to carry his motorcycle around in. The thing was kind of dirty when he got it, so I told him I'd help him clean it up.

I've worked on a flat black car once before, but other than that my experience with that type of paint is pretty limited. Also, I realize that the quality of the paint on the trailer is probably not going to be the same as the quality of the paint on the car.

So here's where the problem begins.

I pulled out the Dawn and the pressure washer and we started washing the thing, but when we dried it off it didn't look clean at all. Its like there's a layer of dirt over the top of the paint that no matter what I try, won't come off. I can run my hand over it and it feels very gritty.

Here's a picture from where my father ran his fingers over the paint BEFOREthe section was washed. The picture was taken AFTERwashing this section.

I'm kind of stumped here. I figured I'd post this on here to see if anyone had any suggestions.

Hmm... well is your goal to keep the black "flat," or would you be alright about making it matte? You can treat it like normal if a matte finish is alright with you, but if keeping it flat is your goal you might have to seek out something like Chemical Guys or Swissvax for their flat paint maintenance lines.

I did the same trailer for the landscape company I work for. I washed it with APC and soap to try and brake down the caked on dirt layer, it helped, but it really just needed a good polishing. I went over it two times with M205 and once with Chemical Guys EZ-Creme Glaze. It ended up coming out with a nice shine, didn't remove the scratches, but it removed that caked on layer of crap.
