Try liquid Dawn diswashing detergent. This should cut right through the wax and leave you with a clean pad. You may need to soak it in a solution of Dawn and water depending on how long the wax has been on the pad.

The foam applicators I wash by hand with dish soap, Dawn is a good choice. The microfiber applicators go in the wash with the microfibre towels that took the wax off.
 
In the washing machine, cold water, liquid Tide. I wait till I have half a dozed dirty ones then make a wash run. I have a dedicated "car stuff only" washing machine that I use so my wife doesn't have a cow.
 
By hand in the kitchen sink using liquid Tide and warm water. If they are especially cruddy I let them soak in a mixture of the above in a plastic tub.



Same basic procedure for cleaning buffer pads.
 
Would this cleaning method apply to velcro backed foam pads used for applying wax and paint cleaner too??
