What makes "neutral" the right pH? Water is usually slightly acidic, is there a particular reason you want to change the pH? It may require dosing it with a base.
doesnt really matter what level does it, unless you are washing directly in the sun all the time??? just curious as to why its an issue and why some are so worried about it (not just the OP)
Water that is exposed to the air is never neutral. It absorbs CO2 from the air to form carbonic acid in the water. This lowers the pH to usually 6.0-6.7ish depending on a range of factors.
