Getting The Hard Crusty Stuff Off

What is that hard brown crusty stuff that forms on the hull from the water line down? I've heard that it's alge that's hardend or zebra muscels attached to the hull, but whatever it is how do you get it off? The best thing I've found is wet sanding with 600 grit discs, but it's a very slow and tedious process. Any other ideas?
 
make up a water and muriatic acid solution 3:1 and spray it on, if it bubbles its water water mixed with other crap.
